PART 1: Basics
So this has been stewing in my head for a while now, and this seemed like as cool a place as any to let it pour out of my mind. Basically, yeah, it's an Avatar video game. To set it all up, it would be an open-world more closely related to Zelda or maybe even Prototype than GTA since combat will be a major focus in the field.
Bending is powered by a Chi Bar, which is basically mana or MP or what have you. Using Bending uses Chi to varying degrees. Chi regenerates automatically, but slowly. There would probably be a "Meditate" power that speeds up regeneration when out of combat. That and the Health bar could be lengthened, of course, through items or training or whatever.
Combat is based on Bending and is like Prototype or God of War or any other beat-em-up. Light attack, heavy attack, grab, block, dodge, counter. The whole deal. You can only use one type of Bending at a time, but there is a way to mix-it-up and change styles quickly. But that will be covered later.
Each element has a different feel to it, and uses a different method of fighting. Fire is quick and aggressive, the most offensive of the Styles. However, it is highly focused and has very poor crowd control. Maybe it also uses Chi faster due to it's rapid fire, high damage style.
Water is the most balanced Style. Moderate damage, speed, and crowd control. However it also has the best ways to immobilize enemies with Ice.
Earth is slow and high damage. Easy to dodge, but unblockable. It also has the best defensive options.
Air is low damage, but the fastest style and the best at controlling enemy positions and dodging.
Now how do you change between them smoothly? I think in the beginning of the game you are forced to stick a certain style for awhile, to get a feel for each of them. Then you learn Transition Moves. These special attacks allow you to switch to a new Style using a certain combo or button press with a neat-looking attack. But more importantly, Transition Moves are one of the few ways you can replenish chunks of Chi mid-combat. This mechanic encourages you to switch it up frequently and not exclusively use one Style.
Now I also see Bending being used outside of combat. Similar to Zelda or Metroidvania, you can only access certain areas using Bending techniques you learn throughout the game. Such as going up a steep slow requires the Air Scooter technique. Crossing water or going under water requires some Water Bending tech.
