Twenty turns.
That's how long it's been since the Outbreak. The Weyrs and Holds were decimated in the North, and the South hasn't been heard from for turns, now. Ista Weyr was the only one to survive intact, protected by its isolated location. The Island weyr cut itself off from the rest of Pern to protect itself, allowing the mainland to wither and decay as was natural. Ten turns after the Outbreak, they began to get dangerously overcrowded. Teams of search parties were sent to see what had become of the rest of Pern. What they found at first wasn't comforting. Igen weyr, the closest place to Ista, had been damaged by not only undead but natural disasters as well. It wasn't fit for human use.
However, they did discover that whers and firelizards were very much immune to the disease. Wild wher packs and fairs of filtters thrived in the wastes, fleeing from the walking corpses and feeding on the fallen. The search moved on shortly after, coming to Benden Weyr. The weyr was structurally sound, and the sparse population of zombies was easily cleared out. So the Istans reclaimed the weyr, and the nearby hold where the infection began, renaming what had formerly been known as Bitra Hold 'Heartland Weyrhold'. Once the zombies had been cleared out, the Weyr and Hold were disinfected from top to bottom.
Riders, handlers and weyrfolk that were willing to come were brought over and settled in. Shortly after this, the wastelanders were discovered. The Weyr and hold were astonished that these people had survived, with little to no protection and the bare minimum of supplies. They made contact with quite a few traveling 'tribes' of wastelanders, gaining trading rights and guides to the wastes. Some of them even joined the Weyr, eager for a safe refuge behind the strong defenses of the Weyr. They quickly discovered that not all wastelanders were so friendly, though - brutal gangs of the wasteland people soon began raids on the new Weyr and Weyrhold, stealing what they weren't willing to trade for and killing all who got in their way. The weyr protected itself and its hold, and tried desperately to make more diplomatic contact with these gangs. But most failed. The 'landers had survived this long on their own, so why did they need the weyr? These soft Istans were nothing but prey.
Of course, Benden and Heartland have tried to make them see things differently, but nothing has seemed to help. So the Weyr has come to uneasy truces with some wastelanders, while it has to defend itself against many other groups, known as gangs. Benden and Heartland have survived the past few turns under the Leadership of Leiya of Gold Khaedraveth and Arvex of Gold Arvesk at the Weyr, and the Lord and Lady Holder at the Weyrhold. Every day is a struggle, though, and they still don't know what's happened to the South. With the senior gold ready to Rise any day now, will Benden find enough candidates for her clutch?
